Mission Statement for HKISG

Hong Kong Information Security Group

At the Hong Kong Information Security Group (HKISG), our mission is to safeguard the digital ecosystem by fostering innovation, resilience, and trust across all facets of information security. We are committed to advancing the following four key pillars of digital security to protect individuals, organisations, and society in an increasingly interconnected world.

Four Key Pillars

Digital security we advance

HKISG organises its public work around four pillars that protect people, organisations, and society as digital systems become more closely connected.

Cybersecurity

Strengthening defences against evolving cyber threats through proactive risk management, robust infrastructure, and collaborative intelligence-sharing to ensure the integrity, confidentiality, and availability of critical systems and data.

AI Security and Governance

Promoting the ethical and secure development, deployment, and governance of artificial intelligence technologies to mitigate risks, ensure transparency, and uphold accountability in AI-driven systems.

Digital Identity and Cyber Fraud

Enhancing the security of digital identities and combating cyber fraud through advanced authentication mechanisms, fraud detection technologies, and public awareness initiatives to protect users in the digital realm.

Web 3 and Blockchain Security

Championing the secure adoption of Web 3 technologies and blockchain ecosystems by addressing vulnerabilities, ensuring data integrity, and fostering trust in decentralised platforms and digital assets.

Pillar in depth

Building a Resilient Cybersecurity Ecosystem

Vision

To create a cyber-resilient Hong Kong where individuals, businesses, and government entities are equipped to defend against and recover from cyberattacks.

Industry Key Challenges

  • Evolving Threat Landscape: Cyber threats are becoming more sophisticated, requiring constant adaptation of defence mechanisms.
  • Lack of Awareness: Many individuals and organisations are unaware of the risks or lack the knowledge to protect themselves.
  • Resource Constraints: Small and medium-sized enterprises (SMEs) often lack the resources to implement robust cybersecurity measures.

HKISG’s Role

  • Education and Awareness: Conduct workshops, webinars, and campaigns to educate the public and businesses about cyber risks and best practices.
  • Collaborative Intelligence: Establish a threat intelligence-sharing platform for businesses and government agencies to exchange information on emerging threats.
  • Support for SMEs: Develop affordable cybersecurity toolkits and frameworks tailored to the needs of SMEs.
  • Incident Response Support: Create a community-driven incident response network to assist organisations in recovering from cyberattacks.

Pillar in depth

Ensuring Ethical and Secure AI Adoption

Vision

To position Hong Kong as a global leader in ethical AI development and governance, ensuring that AI technologies are used responsibly and securely.

Key Challenges

  • Bias and Fairness: AI systems can perpetuate biases if not properly designed and monitored.
  • Lack of Regulation: The rapid pace of AI development often outpaces the creation of ethical and security standards.
  • Transparency and Accountability: Many AI systems operate as “black boxes,” making it difficult to understand their decision-making processes.

HKISG’s Role

  • Guidelines and Standards: Develop and promote ethical AI frameworks that address bias, transparency, and accountability.
  • Training and Certification: Offer training programmes for AI developers and users to ensure they understand ethical and security considerations.
  • Research and Collaboration: Partner with academia and industry to research secure AI solutions and share findings with the community.
  • Policy Advocacy: Work with regulators to shape policies that encourage responsible AI development and use.

Pillar in depth

Protecting Digital Identities and Combating Cyber Fraud

Vision

To create a fraud-resistant digital environment where individuals and organisations can confidently engage in online activities.

Key Challenges

  • Identity Theft: Criminals exploit weak authentication mechanisms to steal digital identities.
  • Sophisticated Fraud Schemes: Fraudsters use advanced tactics, such as phishing and social engineering, to deceive victims.
  • Lack of Awareness: Many individuals are unaware of how to protect their digital identities or recognise fraudulent activities.

HKISG’s Role

  • Secure Authentication: Advocate for the adoption of multi-factor authentication (MFA) and biometric technologies.
  • Fraud Detection Tools: Partner with technology providers to develop and promote tools for detecting and preventing cyber fraud.
  • Public Awareness Campaigns: Launch campaigns to educate the public about common fraud schemes and how to avoid them.
  • Collaboration with Law Enforcement: Work with law enforcement agencies to develop strategies for combating cybercrime and supporting victims.

Pillar in depth

Securing the Future of Web 3 and Blockchain Technologies

Vision

To foster trust and innovation in Web 3 and blockchain ecosystems, ensuring their secure and sustainable growth.

Key Challenges

  • Vulnerabilities in Smart Contracts: Poorly coded smart contracts can lead to significant financial losses.
  • Lack of Regulation: The decentralised nature of blockchain makes it difficult to enforce security standards.
  • Scalability and Security Trade-offs: Balancing scalability with security remains a challenge for blockchain networks.

HKISG’s Role

  • Best Practices and Guidelines: Develop and promote security best practices for blockchain developers and users.
  • Innovation Challenges: Organise hackathons and innovation challenges to explore secure Web 3 solutions.
  • Education and Training: Provide training programmes on blockchain security for developers and businesses.
  • Policy Development: Engage with regulators to shape policies that promote security and innovation in the blockchain space.
